At approximately 10:30 PM on 03 August 2026, complainant RICARDO SALAZAR, male, 34 years old, tricycle driver, resident of Brgy. Taculing, Bacolod City, reported to this station that his tricycle (unit no. 2543, blue, with sidecar) was taken from him by two armed male persons.

Complainant stated he was flagged down near the Bacolod City Public Plaza by two passengers. One of the suspects, later identified by complainant as a certain "JUN BINAY" of Brgy. Mansilingan, pointed a knife at him and ordered him to get off. Complainant jumped from the vehicle and ran. The suspects fled toward the Talisay direction aboard the tricycle.

The flagged-down point has no CCTV coverage. However, a private CCTV from a gas station along Circumferential Road reportedly captured a tricycle matching the description passing at around 10:41 PM with two male occupants.

On 05 August 2026, complainant received an anonymous text message demanding PHP 50,000 for the return of the tricycle "no questions asked." The sending number (0917-xxx-xxxx) is a prepaid SIM. An entrapment attempt on 08 August 2026 failed; the suspects did not appear at the agreed location.

On 11 August 2026, the tricycle was recovered abandoned in an open lot in Brgy. Alijis, stripped of its sidecar, with the plate number removed. No usable fingerprints were lifted due to rain damage. Complainant identified the recovered vehicle by its engine number.

Complainant also stated he had a land dispute with a neighbor, one "RONALD BINAY," over a parking space, with a heated argument occurring two weeks before the incident. The relation, if any, between Jun Binay and Ronald Binay has not been established.

Action taken: Blotter entry made; referral to CIDG Bacolod Field Unit for follow-up investigation. Case for carnapping / robbery under investigation.

COMPLAINT NARRATIVE — MARIA THERESA DELOS SANTOS (Demo)

I am Maria Theresa Delos Santos, 41 years old, a sari-sari store owner, resident of Brgy. Villamonte, Bacolod City. I am executing this narrative in support of my complaint.

Sometime in March 2026, a person I know only as "Ate Glo," whom I met through a Facebook group for small business owners, approached me about an investment scheme. She said that if I invest PHP 50,000 in a rice-trading venture operated by her company, I would receive a guaranteed 10% return every month for six months, after which my principal would be returned in full. She showed me receipts and screenshots of other investors who supposedly received their payouts.

Trusting her, I gave her PHP 50,000 in cash on 15 March 2026 at her office along Lacson Street, Bacolod City. She issued me a handwritten receipt with the name "Gloria Macapagal" and the company name "Sunrise Agri Trading."

I received my first two monthly payouts of PHP 5,000 each in April and May 2026. After that, the payments stopped. When I tried to contact her, her phone was unreachable. I went to her office in June 2026 and found it closed, with a "for lease" sign. I later learned from other members of the Facebook group that at least six other people invested amounts from PHP 20,000 to PHP 200,000 and received the same treatment.

I also found out from a friend that Sunrise Agri Trading may not be registered with the SEC. I have never received any of my remaining payouts, and I have not recovered my principal of PHP 50,000.

I am executing this narrative to support a complaint for estafa and possible violation of securities regulations. I am willing to appear before the investigating unit and the prosecutor's office as needed.

WITNESS NARRATIVE — JOSE "PEPE" MAGSIPOC (Demo)

I am Jose Magsipoc, 29 years old, a gas station attendant at the Total station along Circumferential Road, Bacolod City. I am executing this statement regarding the incident I witnessed on the night of 03 August 2026.

At around 10:40 PM, I was on duty at the cashier area when I saw a blue tricycle with a sidecar pass by our station heading toward the direction of Talisay. It was moving faster than normal for a tricycle. I noticed two male passengers. The driver was wearing a dark cap and a green shirt. The passenger behind him was leaning forward, holding something that looked like a knife in his right hand, which caught my attention because it was reflecting under the station lights.

The tricycle did not stop at our station. I did not get a clear look at the faces of either occupant because they passed quickly, but I am fairly certain the driver was about 5'4" to 5'6" in height, with a medium build, and the passenger had a tattoo-like mark on his left forearm.

Our station has CCTV cameras. I have informed my supervisor, and I believe the footage from camera 2, which faces the road, would show the tricycle passing. I am willing to be interviewed further and to identify the footage. I cannot say with certainty who the two men were, and I did not know them.
